Pat's SB9 City Guide: The Outcomes-Based Update
In 2022, Homestead published an SB9 city guide grading 78 California cities from A through D based on the permissiveness of their local ordinances. That original guide focused solely on what each city's ordinance said on paper. It did not account for actual SB9 approval outcomes.
Four years in, we have HCD Annual Progress Report data covering 2022 through 2025. We rebuilt the guide using this data. The core finding: ordinance permissiveness is a poor predictor of actual approval outcomes. Cities that looked good on paper in 2022 often produced zero approvals. Cities that looked hostile on paper sometimes became the most active SB9 markets in the state.
